HORN FREE DAY IN LAGOS

If you live, lived or ever visited Lagos State in Nigeria, then I'm sure your thought is just as good as mine. How possible can this be?

Considering the busy and noisy nature of Lagos I wonder if every single motorist will adhere to this.
